CloviForge and BGL Build 20 merged

Build 20 has many changes, the largest being a reorganization of the log subsystem and a new version of eclipse.
The merged code in in clasp/root. Please contact me if you notice anything missing or have any problems. The pre-merge code is in branches/2.3.fcs2.oss.apr28.
